From what I know, puffins also eat fish, so my guess is that Hans wanted to steal the fish, but Skipper tried to stop him but ended up fish fighting and later on to Hans blowing up the warehouse. Hans escaped without being caught but Skipper was probably spotted and assumed to be the one who had blown it up. (That's what Hans had to be "sorry" about, I guess) I just rewatched Huffin and Puffin today, so I really want to find out about this. Wish Skipper would just tell, though...

Skipper was sent to Denmark when a rumor arose of someone targeting the queen. He quickly befriended Hans while there. On the night of the queen's big dinner, Hans knocked out the other guards, snuck away from Skipper, and proceeded to dump a giant net full of fish on the queen. Skipper found out Hans's plan and attempted to make sure he failed. However, after a quick fish fight an the throwing of explosives, Hans was able to release the fish onto the queen thus suffocating/killing her. The other guards arrived and Hans blamed Skipper, acting innocently. Hans snuck away. Skipper ran away from them and saw Hans setting another explosion on the Prince's royal car. This time he was able to stop him from killing him, but still the Prince ended up horribly injured. Hans then revealed he was paid to do the deeds he did right before the Danes came in which he disappeared again. Skipper was able to escape back to wherever he came from, but he was banned from Denmark ever since.

I got the idea after finding out a celeb was banned from a country for insulting the 1st Lady to her face, or something.

It looks to me that maybe Skipper was on some sort of special mission in Denmark. I think there was a HQ for special agents. Hans maybe blew it up with explosions. Skipper never knew it was Hans that did it but other agents did so it appeared like Skipper was working with Hans. Skipper trusted him when he met up with Hans through all the chaos after the explosion. Somehow maybe something important got stolen or someone died because then Skipper chased Hans after figuring out it was Hans all along. It all ended of course with a fish fight. Hans had a lucky escape and the damage was pinned on Skipper, making him public enemy #1 of Denmark.
Or
Maybe Skipper and Hans were on a special mission but Hans faked his own death in a fire to hide the fact he had betrayed the HQ. Skipper found him and knew it was him who betrayed HQ and had a epic fish fight but Hans got away. Denmark never believed Skipper that it was Hans because they thought he was dead. Sorry my theory leaves a lot of blank information. It's the best I could think of.
