Barry obtained his powers via a lightning strike and mixed chemicals spilling on him (as you may know). He was the second Flash, the first being Jay Garrick. (Jay obtained his powers via dorment metagenes being activated. He is not related to Barry.) Barry's accident gave him almost full access to the Speed Force, an extra-dimensional energy that feeds all the speedsters' powers.
However, Barry's powers skipped a generation and were passed down to Bart Allen, his grandson. (Bart's parents are Don Allen and Meloni Thawne.) Bart was born with all of Barry's super speed, if not more.
EDIT: After doing a bit more research, I came across the information that Wally's lack of speed is due to a mental block he put up in order to not replace Barry when he became the Flash. While he was truly slower than Barry and Impulse when he was a teen, he developed his powers and was able to go faster than the Flash - he just didn't let himself. When he took over the cowl when Barry died, Wally promised himself that he would never replace his uncle. However, after an encounter with Reverse-Flash, Eobard Thawne, Wally overcame that mental block, because he was more afraid of Eobard replacing Barry than he was of himself doing so. Because of this, he became as fast as Barry, and eventually faster. Though he never gained the ability to phase through objects (they just blew up), Wally developed new powers that allowed him to use his speed to kinetically upgrade his attacks, share/steal speed, and super heal others.
So, TD;LR, Wally's slower than Barry and Bart at first, but he grows into his powers and becomes more badass than them all.
