Neither. Sansa was forced to marry him, and Shae was simply an actress. Not as apparent in the TV series...but it's pretty obvious in the books. And Tyrion deserves so, so much more than that. :)
^yeah, like jailtime for how badly he treated all the women he was with. Murdering and slapping Shae, groping Sansa and resenting her cold politeness, raping a slave and his gross opinion of Lollys.
