No, he was not being completely stupid. True, Tonks didn't care, but, they were very good reasons.

He was 38, she was 25.

He was a werewolf, and as such, was virtually unemployable, so would have been unable to provide for his wife. In fact, they were living with Ted and Andromeda Tonks.

Again, he was a werewolf, and if for some reason he forgot to take his potion, or it was brewed incorrectly, and he transformed around Tonks or the family, the results could have been catastrophic; we've seen the proof of that.

Also, being married to an outcast would make her one too; it's hinted at that even Tonks' parents were not completely happy with their relationship.

So, Remus had very good reasons for putting Tonks off. Fortunately, however, Love won out. <3 <3 <3

He did have perfectly good reasons he cared for her so much that he didn't want to see her get hurt and live a life with a warewolf he thought she deserved better.

But i'm glad she got through to him because they are such a perfect couple

Fear of accidentally attacking her and fear of lycanthropy being hereditary were both valid reasons, but I don't think the others (age difference, fear of making her an outcast too) were.
