The tattoo is Paul's and he said that he thought it'd be cool if Stefan had a tattoo. And he was being serious, not joking.

I was thinking the same so I googled this same question! For one, if u look at the style of the tattoo there is NO WAY this was done in the 1400's even if tattoos did exist- but they would not of for Anglo Saxon people! Very stupid remark to say he had it when he was human and they had tattoos back then. Secondly a tattoo is a wound, his body would heal, hence pushing out the foreign matter- the ink. The whole thing just does not make sense and they should of used cover up make up...also the hair, the stay in the same state as when they died and became a vampire- they both use to have long hair before they turned- they would have to constantly cut their hair all day too, to keep it short!
