In the books Klaus is one of the old ones (or originals), these are vampires which were born vampires, they didn't have to be killed & then reborn in order to become vampires. Like angels, demons...they are what they are since the very beginning...
and yes, Klaus turned Katherine because she had a very weak health and was about to die...
But this is for the books I don't know how they'll make it work out on the show ;)
