Is it just me or did Caroline's mom never give her vervain?

Damon was always able to compel her until Elena gave her the necklace.

Yeah I did not get that at at! you would think that since her mom was a vampire hunter that she would give her daughter vervain...but i guess not since Damon could compel her.
