This question has been asked many many times on this spot and I will go with the same person I always go with and that is Ralph :)
The reason is simple, when he is in a scene, all he needs to do is say one line, and instantly all attention is on him. Name me another character that can do that hahaha, I doubt there is....
E.g. of such lines...
"I Bent My Wookie"
"I Like Men Now" (after seeing Bart's private parts)
"Why Do People Run From Me?" *cue wet stain on pants after 10 seconds
"Me fail English, that's unpossible"
And who could forget that episode where he had that crush on Lisa, he was really adorable in that one and I wished Lisa treated him better.
Really tough question. Nelson, Mr. Burns and Snake are all awesome. Nelson uses his catchphrase laugh in the most outrageous situations. Mr. Burns has a cheery, yet very dark attitude that is very adorable. And the local criminal Snake has the accent and personality of a proper gentleman.
But my favorite is without a doubt Homer. He knows how to make people laugh with some really ridiculous comments.

Mr Burns is the best! (After Homer ofcourse)
His cheapness, physical weakness, and brilliant dialogues combined together make him one of the funniest characters ever on the show.
I know it cliche and kinda lame to pick the main character but Homer Simpson is the sh** and always will be. I'm not gonna even say why bc its an insult to every fan if someone doesn't understand my opinions.
Bart & Maggie
Hes the baddest of them all and makes me laugh but i also like maggie coz shes so sweet and adorbale and she shot two people and for me she just amazing
