I don't think Ryan was offered that specific job in NY. It seems too obvious and wouldn't fit well in the story line if Ryan became Michaels boss. I believe he was offered another job at corporate. I think the job was obviously offered to Jim but he turned it down to be with Pam. Karen could have been a 2nd choice but I don't see that either. It may be beneficial to bring someone in from the outside. This adds to new character development and a new association with getting to know Michael Scott. The man with 2 first names.
