why do they call the hunger games the hunger games? its not a competition where the hungriest person wins...

It says the Games are contests of sorts to see who is the most fit to survive under extreme circumstances (disease, cold, dehydration, wild animals, opponents who are more fit to survive, HUNGER & STARVATION), etc.
The winner and its home district are bathed in riches and EXTRA FOOD.

I think it's meant to be associated with the hunger to kill, the hunger to win. From the Capitol's perspective, of course.
So, in this case:
Hunger does not = the need to eat and drink
...but...
Hunger = a feeling of 'need'
If you don't understand, think of the phrase 'blood-thirsty eyes'. It doesn't mean that the eyes need to drink blood because they're thirsty, it means that the eyes sends a message of the person wanting to kill.
