It depends how long before the reaping Gale died. If it was right before, Katniss would be devastated and sad, and probably not as open to speaking to anyone, especially Peeta. And if she didn't form a relationship with Peeta, they wouldn't have called that there could be two winners. And if they didn't do that, katniss wouldn't have gone to find Peeta and he would die alone in a mud bank. All the while, Prim and her mother would be scraping by, just as Gale's family would. See, if you take Gale out of the picture right before the reaping, it would change the whole book. People don't realize what a big character he really is. Peeta would have probably died in the Games. I can't even think about who the winner would be. But if it were Katniss, she wouldn't be being hunted by the Capitol, because she wouldnt have pulled out the berries because she wouldn't love peeta, and besides, peeta would probably already be dead in that mud bank, and his death would make Katniss want to win even more, knowing that if she died, there is zero chance there would be a winner from district 12.
