if you have already won the hunger games your name is never put in again. Only the kids from the districts have to take part when there name has been put in. in some districts the kids volenteer as they think that they are good enough to win (like cato). Like haymitch said most of them are arrogant and sometimes thats not a good thing and they dont win.

Yes they do it doesn't matter if you are rich or poor if you live in the districts you have a chance at being drawn you just won't have your name in as many times cause you didn't have to get a thing where they put in your name in for food so you have a better chance of not being picked

It depends where they live, and what kind of "rich."

If you live in the Capitol, there's no chance you will be in the Hunger Games.

But, if you live in the districts...it is another story. Almost no one in the districts are considered "rich" be any means, but if you are a Victor, you do have a lot of money, therefore that is the only kind of "rich" in the districts.

Every child (rich or poor, and between the ages of 12 and 18 and lives in one of the twelve districts) has their name placed in the drawing. The only difference is, if you're a victor's child, or have a bit more money than the majority, your chances of being chosen are less, because those who are starving put their names in many many times to receive more food.

So, yes, sometimes rich people (victor's children) could be chosen to participate in the Hunger Games. Their chances are slim, but it could happen. (example, Prim's name being drawn even though it was only in once)
