While this story's core is not romantic love, if she had to be with someone, it would be Peeta. They balance each other out well. Gale and Katniss look cute together, but I think they are at their best as friends. Like brother and sister in a way. Like Katniss herself said, she has enough fire without Gale. And that she needed the hope that no matter how bad things have been, there's always better days and things to come. Plus, after the Prim incident, I don't think Katniss and Gale could have romantically worked out at all. Not saying it was his fault, because I believe it was not, but still.
