I think both have had interesting/strong arcs, but I'd give a slight edge to Octavia's simply because it's more the type of arc you'd expect to see from a male hero. Not only that, but her age and gender are rarely cited as problems, which is nice to see.

Ahh man totally Raven, her arc is powerful, very powerful, but so is Octavia's. It is a tough question to be honest.

I liked some parts of Octavia's story this season. And it is surprising because I am not fond of her character. // I love Raven on the other hand. But I feel the writers can write something even better for her.
