I'm new to tattoo and need some advice.

Pain level will depend on person and where you put the Tat. Price will depend on where you have it done. Make sure you find a place that is well recommended! Blurred images are nasty and possible if your artist is not a professional, plus you can get infections that are life threatening.
Make sure you chose a well recommended artist that opens new needles in front of you, that has a very clean area. Follow all instructions given for care and everything will be fine!
I never had any issues with mine, it is on my right shoulder blade, it is colored and it was not very painful at all. Mine is about the size of the palm of a hand. I would rethink the lower back idea. I have several friends that have lower back tats (got them when they were younger) that wish they never had them there; now that they are older.

I have a tattoo about the size of a quarter behind my ear. The minimum price at the place I went was $40.
Mine didn't hurt much, I came to the conclusion that part of what makes it hurt is how long it takes (which is a direct result of how large it is). The skin starts to become raw after a while because the artist continually wipes it with a tissue as they work.
However, there are some areas on the body that are a lot more sensitive than others (e.g., hands, feet), so it may hurt a lot more depending on where you're getting it.

Agreed that you need to go somewhere reputable - ask friends and get references before you do it!

The pain depends on you, where you get it done, how big it is, and if you get it colored. I have a plain black tattoo on my shoulder and I hardly felt it -- but I have a high pain tolerance. My boyfriend and sister both have colored tattoos and said the colored ink hurt worse than the plain black ink. My sister got her on her ribs and said it was the worst pain she'd felt. (She actually had it botched because she kept flinching.)

The price also varies depending on a lot of things. My dad charges based on size, complexity of the design, the time it takes to actually do it, and if the design is colored or not. But each tattooist varies. Try talking to a couple of different artists about prices (and also to scope out how they work) to get a more offical idea.
