I think it was Spencer. She realized how wrong she was about him. She saw how kind, pure and gentle Toby is. Remember her reaction when he told the charges against for Allison's murder were dropped. She was so relieved and happy. She believes in him so much.

I think Toby developed feelings for her early on too. But, I think it took alot of time for him to trust to her. She was more horrble to him than anyone besides Allison.
