I use either a sketchpad or notebook paper to draw, and Pain Tool SAI and MS Paint to edit them.

Easy! Paint tool sai is my buddy XD I'm using photoshop to use text with though

paint.net for lineart and words.

GIMP for colouring.

I use Paint Tool SAI, Adobe Photoshop CS3 Extended & soon i will also be using Corel Paintshop Pro & Photoshop Elements 9.
Plus, I also use a tablet for my artwork now. *At last, I don't have to use that damned mouse anymore. :'D*

hmm i mostly draw them on paper, then scan them in and color in photoshop CS4. though...my skill is limited on it. well a bit of challenge is always welcome. i always find new features on it i never knew about before.

I use Imaginary Autodraw for all my characters, before I draw them with my Fictional Brand pencil and paper, of course. I also use Unreal Effects for some things that IA cannot do, like nothing in particular.

No, but seriously, I think a nicely worded description is good enough for my characters, as visual art of them is usually outdated eventually.

Pictures are not worth a thousand words, they are worth the words that the artist can give to them.

Usually pencil and paper... but I do use MS Paint on occasions and on rarer occasions Corel.

But mostly nowadays pencil and paper. As for what, the ordinary kind. And sometimes markers and colored pencils. Can't be bothered to say what.
