The first arc solve some conflict from the last season with old villain Queen Nephrenia(Nehelenia)
And her new allies Mirror Parredary.
The second arc start with Mamoru who goes to America(Harvard) to study. The new villain for arc two is Sailor Galaxia. This is where Sailor Starlights step in. Seiya(Sailor Star Fighter) fell in love with Usagi.Also, besides Sailor Starlights there another new characters Sailor Chibichibi Moon and Princess Kakyuu.
