I honestly think he doesn't want Regina to have all the power because she would use foe even worse causes. He's in love with Belle but doesn't know what to do.

No, Belle said the reason herself. The reason wasn't because he loved his power more, but because he didn't think Belle could love him. He said that he loved his power more but he didn't mean it, it was just an excuse. Belle could see that. He really doesn't think he's worthy of anyone's love and that anyone could love him. Which is really sad. When Belle repeated Regina's words Rumple automatically thought Belle couldn't possibly really love him, that it was some sort of plan. That's how insecure he is.
