no because she said "maybe" and they hadn't had a chance to discuss it yet. No decision in a relationship is made until it is discussed between both parties. Therefore in my eyes; Ross cheated. BUT I do understand & sympathize with him because Rachel had been treating him like absolute shit & he deserved better at that time. I wasn't and still am not in any way mad at him 4 that.
