I truly believe Ranma loves her the most because in vol, 38 when they all THOUGHT Akane was dead Ranma completely shut down and it was almost like he died with her, and he held her cloths and was mad at the Guide for taking them because it was like he was trying to hold on to any part of her left. Ryoga cried and he was sad, but he could gather enough strength to get both him and Ranma out of harms way and then cried once they were all safe while Ranma acted as if he no longer cared if he lived or died because a part of him seemed already dead, that is until he found out that Akane was alive and he still had a chance to save her.
( Sides, Ryoga started to develop feelings for Akari too, Ranma didn't want to admit his feelings, but the only girl he had any romantic feelings for was Akane, though he has a good heart, so I think he saw the others as friends, minus Kodachi)
Akane loves Ranma the best , but Shampoo doesn't love Ranma She's with him only because of her Amazon law and Ukyo is engaged to Ranma because her father wanted to .. She was just a kid back then so She don't love him , but Akane at the first place she hated him but after so many scenes between the two she starded to love Ranma and gave up on Tofu , Ranma loves Akane cuz at the first place he didn't hate her but he wanted to know her better so he loved Akane XD (he adimit it at the last chapter of the manga)
Ranma does!! Ranma might insult akane, deny his feeling to her and to others, but as CrimsonGuardian said, when Ranma thought Akane had died it was like he had died with her. He couldn't react, speak, he didn't even bother to run away, perhaps he didn't care if died in that instant if that way he could follow akane. Ranma's everything technically is AKANE and without her life will probably look pretty meaningless. Ryoga is a nice guy and there's no doubt he has feelings for Akane, but they are not love. When Akari was put into the picture he started to develop feelings towards her too, and when Ranma will disguise himself as a girl and say he/she loved him he will quickly give in, and certainly that'snot love.
Ranma LOVES akane, and I do believe even if Akane had died that time, Ranma would've probably love akane for the rest of his life.
Ryoga is delusional about Akane. I know most fans think Ranma is insulting Akane all the time. But he is often just stating facts. At least Ranma likes Akane for all her faults, while Ryoga is in denial and only likes this fantasy he has of her. Plus Ryoga only ever has to deal with Akane's nice side. Lets see if he would still like her if he had to deal with her like Ranma does.
