I think its all three. And XianPu18 has a point, as soon as one or the other arrives on the scene he's back and forth, can't really make up his mind at all. If he like Ranma chan more, I think he woulda decided by now. Though I loved the anime where when he was after Nabiki and at the end said Nabiki will be his wife and Akane and the pigtailed girl will be his lovers, AND THEN ALL THREE KICKED HIM!!! HA! That idiot totally had that coming! What a loser!

Seems, in the manga he likes who ever he thinks is paying him more attention or he thinks he's going to get the most from at the time being is who kuno loves the most. Or who he loves more in the moment.
When Akane shows him kindness or acts nice to him, he's suddenly completely committed to Akane. Ranma-chan's shirtless asks kuno's to help her, he'll grab Ranma -chan and dash off yelling "Akane, Forgive me! My love for you is unchanged!!"
