Actually, Shōjo anime means "girls' anime," and Shōnen anime means "boys' anime." It's less about genre and more about the intended audience.

For example, "Sailor Moon" is a Shōjo anime, but "Toradora!", "Don't Toy with Me, Miss Nagatoro", and "Uzaki-chan Wants to Hang Out!" are Shōnen anime.

As for your question, Adult Swim's Toonami block has always been primarily focused on "Action" anime, and I've often hoped that they would branch out a bit more, but I'm not sure a whole new block would be a good idea.
