Is there a reason why Fanpop forums seem relegated to mini-games?

Or...I guess the Random club forums.
Answers seem more like the place for discussion on Fanpop, however, Forums lets you post multiple times (Answers lets you do it under certain buggy steps). Polls sometimes have discussion too.
Just kinda curious because one of the most used sites I use now is Gamefaqs, which is a game forum site. I'm very used to talking about games there, answering questions and giving feedback and everything. Sometimes Fanpop forums are used for actual discussion, but a lot of times its just mini-games.
Is something about answers and polls make it seem more discussion friendly than club forums? Does it have something to do with the notifications?

Also I'm posting here because this is a question and I'm bored, and I already know the answer to this question, probably, but I'm asking anyways just because.

The entire site is used for discussion tbh but forums allows for a more organized format for games/activities. That's why the minigames are confined to forums. To be honest the forums are still half-assed compared to other sites.
