Well, there's link that I've heard of before. I've never used it myself, so I don't know how it works, but I've seen others use it a lot before.

I also believe link has a free, easy-to-use photo editor on their site. That one I have used once or twice before in the past (several years ago), and I remember it being rather good.

There's also link if you'd ever want to download a program instead of using a website. It's a free photoshop clone, so there's a wide variety of things you can do with it. It might not be what you're looking for, and it's more of a technical, advanced software that could be troublesome.
I've used it for a number of years, though, and it's a really great software. I used it up until I received Photoshop for my birthday last year, and I would recommend it if a more versatile, involved system is what you're looking for.

If it isn't, though, the other two websites should do you well.

Why don't you just use the snipping tool that comes with Windows?

What OS are you using - I think you can download the snipping tool on a Tablet, and a version of it for a Mac. I am not familiar with other OS's so I do not know how well the tool works on them - but on Windows it works pretty well.
