HELP; i've got a problem...

So, in fanpop i always hear about rating stuff and i decided i wanted to rate my favorites but.. for some reason i never seem to find the rating button?

Does that mean that the rating system doesn't exist or doesn't it show up properly on my mobile since i always log in through my samsung galaxy s3?

Help would be appericated. Sure, if you are thr type that want props as reward i can fix that too. I just need a answer.
