if you feel like you should do it, then by all means you can at least try to do it.

however, i hope you realize a lot will be required to even start a web show. cameras, editting equipment (because you are going to have some bloopers), and more importantly viewers, which will have to be advertised in.
if you want to add special effects, you might want to consider green screen. this however is a bit of a stretch, seeing as how i have no idea why you'd require one for your show. the equipment will be costly, but if you're serious about this it could work.

yes we need as many people as we can to help poor children so they won't have to go through the same things that i did, there isn't a day that goes by that i don't think about suicide basically i think my life is practically over, im just a very broken person right now...waiting to die...

That's a good idea. But I don't understand why people think that's the only reason people kill themselves. I'm not saying bullying is a minor thing, it just seems to me that it's the only thing the media focuses on when suicide is mentioned. I don't know, maybe I'm just stupid and don't know what's right.
