I know a lot of users with good icons.

8theGreat - she has some of the best Death the Kid icons.
RainbowOtakuX3 - her icons are always cute as hell.
BlindBandit92 - he has some of the best anime icons, I especially love his anime girl icons.
Dogtier - her Homestuck icons are amazing.

There are some more users that have good icons, but I can’t remember them off the top of my head.
