I was thinking maybe there is a specific person/persons that get the report complaints and carry it out afterward. Seeing as how when you click the report button there's a "comments" section. There would be no need for comments if someone wasn't reading them right?

I've been reporting her since last night.

Here are my three possibilities I've compiled in the search for the answer to your question:
1) Not enough people reported.
2) The person reviewing the reports reviewed the user being reported's history and website's contribution and decided that the user wasn't that bad.
3) The infamous Fanpop glitch.
