What Pokémon will the Move Horn Drill work on?

I have an Excadrill in my team on my Omega Ruby game, and one of the four Moves she can use is Horn Drill. I've tried to have her use Horn Drill several times in battle against other trainers and against wild Pokémon, but the only Pokémon that has been hit so far by the Move is Gloom. All the other times I've tried using Horn Drill it says "(Pokémon) avoided the attack." or "(Pokémon) is unaffected". It's getting really annoying because I don't want to get rid of Horn Drill due to it being a one-hit KO Move, but if it will only work on one Pokémon then it's practically worthless.

Horn drill only has 30% accuracy so there's a 70% chance it'll miss and horn drill having only 5 pp the chances of it hitting isn't very common. Horn drill won't work on pokemon that're 30 levels above it (I think. Not sure if this rule is still in ORAS) Horn drill also doesn't work on ghost types or pokemon with the ability sturdy. Even if horn drill is a one-hit KO move your probably better taking it off your excadrill since it's only 5 pp with 30% accuracy (unless you wanna keep it on there for fun :P)

I actually increased the PP of Horn Drill to 8 for her.

I have a Beartic who can use Sheer Cold and that Move has hit it's mark about 85% of the time.

My Excadrill's Horn Drill has worked better now on other Pokemon such as Plusle and Minun, so I guess it's all about luck.
