Is there really such a thing as a ROUGE Pokemon or not exactly?

Because in this one Pokemon episode it features a rouge Dragonite which later became Iris's Dragonite and overall Pokemon

Also I understand that there's no such thing as a "good" or "bad" Pokemon however I can clearly see at the same time Pokemon DO have different personalities just like humans. For example: Kyurem is a cold and stern but noble and honorable Pokemon

Actually if you watch the episode "A Conspiracy to Conquer" you will see a bad Pokemon. MALAMAR IS PURE EVIL! That Malamar in the episode had no trainer and it was PURE EVIL!

So overall these Shadow Pokemon ARE rogue Pokemon, yes? Also are they hostile towards humans?

Well not exactly they will listen to a trainer but when "hyped" they may attack the trainer.

If you want to play it you will have to fork out alot of money for it. This is a rare game apparently.
