Which Pokémon does this old sprite resemble?

I never quite figured it out. Most of the other sprites from Gold and Silver are instantly recognizable, but what Pokémon is this one supposed to be? Is it Growlithe? Raticate?

Yeah, it doesn't have the fluff of fur on its head like a Growlith. So, I didn't think that's what it was.

I just checked Growlithe's and Raticate's Gold and Silver sprites on Bulbapedia, and they weren't like this. To tell you the truth, I'm not sure what it really is. Judging from the sprite, it could be from Red and Blue, but I can't put my finger on it. I guess it will remain a mystery..

I think it should definitely be a Kanto Pokémon... Perhaps Persian?
