How can you get Mewtwo in firered ?

I beat the Elite Four, I did everything so I can get him, but that person in front of the cave won't let me in .

But, I already got the national dex . And where are you suppose to go to get the Ruby and sapphire plates ? I mean the person you are suppose to talk to ?

go to 1 island to see the guy there, then go to mt.ember to see team rocket near a cave. go through it to get the ruby. the sapphire is too long to write here and I can't remember the exact order for it.
