Stealtheon vs gemeon, which one would win? Agent-Cynda, we need you!

Stealtheon is level 43, it's powers are shockwave, shadow claw, magfield, iron tail, steely, steel shield, hypnotize, maga, thunderbolt, giga impact and mega drain. Strong against electric and weak against fire. Gemeon is done by zmiddy something. You'll fing it at fan made pokemon. Don't let your stealtheon fans down!!!

Um...... A Pokemon can only learn four moves at a time.......
