But if Arceus is holding the Spooky Plate it could own Mewtwo. Focus Blast wouldn't touch it since Fight doesn't affect ghost, and Judgement is a powerful move, upped in power by the fact that it turns ghost when Arceus is holding the Spooky Plate and that increases the power of ghost type moves, and it would also get the STAB on top of that since Arceus would also be a ghost type.
I'm gonna have 2 say arceus. Arceus has a very high defense and attacking stat. Since being known as very legendary, it's given very powerful attacks. As refering to it as 'the alpha pokemon', Arceus is able to be EXTREMELY powerful. There could be a likely chance for Giratina giving it an advantage for its power and size. Dialga has 25% possibility because it's not 'all powerful'.

Let's not forget the power of its signature move, Judgement. Judgement ALWAYS gets the STAB since both it and Arceus' overall type change when it holds a plate. Also, its power is further boosted by the fact that, lets say Arceus is holding the Splash Plate, since Judgement is now a Water Type Move, it's power up by the Splash Plate, as well as the STAB. When you factor all of that in, Judgement is one seriously kick-ass move.
only problem is what the opponents type, moves and stats (so the opponents in general) I've beat my friends arceus when I had the type disadvantage, I just tanked the hits and hit him with neutral to super-effective moves
