Can you rate and suggest if my stealtheon deserves to be a real pokemon?

E.g. 8/10, I suggest it should be a real pokemon. Also, this is a steel type of eevee and has 3 new attacks which are mag shield,(element proof shield) maga,(shield push) and mega drain. (draining the opponents energy!)
