If your able too, make a pokemon hold your liberty pass, and then trade that pokemon to your brother. Then he can remove the liberty pass from that pokemon and use it! Hope this works! =)

I'm afraid it's not possible to trade the Liberty Pass. Key Items cannot be attached to Pokemon because they're one-of-a-kind, and some are needed to complete the story. As a result, ALL key items can't be attached to Pokemon. If your brother wants a Victini, you have 2 options: Get one off the GTS or wait for the one for Victini and the Black/White Hero Zekrom/Reshiram. That would probably be better, though he'd have to wait longer, cuz then his Victini would know it's OTHER signature move, which can't be learned any other way, as well as Fusion Flare and Fusion Bolt.

Ah, I see. Well, the GTS stands for Global Trade Station. If you were able to get the Liberty Pass, you can access this. It's in the far right terminal on the second floor of any Pokemon Center. Once you get in there, just go to search for a Pokemon, and look up Victini. Also, if they're asking for ridiculous things, like level 100 Arceuses for level 20 Victinis, maybe you should get a rare pokemon and ask for one yourself. Anyway, that's beside the point. The event for the next movies is going to be 2 things: One is a Victini that knows both of its signature moves, as well as Reshiram and Zekrom's first signature moves, and the other is a level 100 Reshiram if you're playing White and a level 100 Zekrom if you're playing Black. They'll most LIKELY be given over Wifi, so that's how you'd get them.
