Mew wasn't made by scientists. That's Mewtwo. Mew was already around.

Nah. And if anyone thinks it would make sense if it DID, then I think they're loco in the coco. Legendaries don't evolve, so that wouldn't make sense in the first place. Plus, Mew evolving into Mewtwo would make it move backwards in Pokedex numerical order, which would make even less sense. Then there's the point that Mew learns any TM available, but Mewtwo doesn't, so you'd either need to have 2 Mews, not care, or be a little crazy if you wanted your Pokemon to learn less TM moves. I know that some pokemon have less moves available from TMs than their unevolved forms (That's true right? I'm not entirely sure) but this case is different, Mew can learn any one of them.
