I'm picking Cracker because Luffy's gear fourth is what took down Doflamingo pretty quickly. And Luffy fought 11 hours against Cracker in this form while being helped by Nami. That alone proves Cracker is stronger. I think people just tend to think otherwise because we got to see the full Luffy vs Doffy fight in detail and he was the final villain. It gives the wrong impression.
