As far as I know there aren't any hints towards that, except the fact that he hasn't been shown using any Devil Fruit up to now, and it's likely he has some kind of DF-power, because in that case Doflamingo knew he could entrust the Mera-Mera no mi to Diamante for there was no temptation of eating it himself; furthermore has has high enough of a position fitting the importance of that person for Doflamingo (especially since he/she is under his services at least for 10 years by now). But none of that is any kind of proof, it could in fact be many people. [I hope that made sense, I'm tired and this is not my native language]

It made perfect sense, we'll just have to see, though currently he's probably the most likely.

Completely basless idea but what about that 'steampunk' looking guy who we first saw in chapter 682? (page 10 on the manga reader version) The one with cogs on his clothes. I was thinking it could be him for no other reason than the fact that we haven't really seen him again and his character design. Diamante is also a good choice reading your comment. Didn't even consider him until now. Can't wait until all of these questions are answered in the manga. :)
