would everyone's life in storybrooke be less life threatening if emma never came to storybrooke?

i was just thinking how could it be possible that if henry was never born or if he never was adopted by regina or if he never got the fairytale book, would life in storybrooke be less life threatening? the way i see it, and i'm not saying that i wish that this would've happened but if emma never broke the curse and magic wasnt restored, would everything just be normal and no danger? in other words, would everyone's lives not be in danger?
