Who in storybrooke knew about the curse besides Regina and Mr.Gold? Jefferson knew about it and maybe also the blue fairy?

I dont think the Blue Fairy knew. I think just the other three, and Henry and August. However, I do believe that Graham knew the truth just before he died. Also, there were hints that when David was blacking out he was becoming Charming again, so he may have known briefly too, but I dont know if we will ever know for sure.

The Blue Fairy did not know about it. Aside from the people you listed and the outsiders who escaped it's effects, I'm pretty sure Maleficent also knew since she was trapped in dragon form (Not that she could say anything to anyone, but still.)
