Question about Naruto 3 PS3 game

On the bit where you play Kakashi coming back from Sunagkure to go home (the bit where Pain attacked Konoha) i took my time playing instead of rushing through and decided to talk to some of the villagers (you know how you have those orange people shaped balloons above them) and one villager said "so you think it will rain soon, i hope so as i've just bought a new umbrella".
Now do you think that was a genuine mistake of the translation, a bit of humour to show who's actually paying attention to the game or something else? Because i'm sure Suna is a desert right, and deserts are plains of land that have felt no rain for at least 5 years (perhaps longer i forget), so i was just wondering why a desert person, living in a desert would by an umbrella and hope for rain XD It made me laugh and then confused me no end. What do you think?
