That'll be a battle between Tsunade and Konan. Well, since Jiraiya held off Konan with relative ease, so I'd say Tsunade is stronger. But not by that much.

That wasn't much of a battle, Konan hardly did anything so whether or not Jiraiya could beat her is unknown. Konan has the edge in long and short ranged attacks, intangibility, flight and massively devastating attacks if she pulls out the big guns
I know, but still. I think you're underestimating what Tsunade can do. Let's stop comparing Tsunade with Konan, because if we base our opinions on the series, Konan is indeed stronger. I'm sure Kishimoto would say Tsunade is the strongest though.
i think tsunades 1 then Konans 2 Mizukages 3 throws are the three pot ones here r three bottom ones sakuras is 1 then hinatas 2 is and ino is 3 i have one more ten ten is 4:)
Its Konan definitely because of her massive explosion, the one with the millions of explosive tags and she also severely damaged Madara and even took one of his arms, thats not an easy feat. The only other woman who is a possibility is Mei Terumi the Mizukage, all the others suck in comparison to be honest
Whether he underestimated her or not doesn't change the fact that she caused more damage to him than anyone else in the show so far a part from Hashirama, he may of underestimated her but he was still ready to battle, don't forget how knowledgeable Madara is when it comes to shinobi so it is amazing she managed to do that to him. There are no other females that could even touch madara let alone severely damage
Please don't state such large paragraphs of info as a comment... They're annoying to read. I'm just saying, if Madara was fighting on full-force, then he would've beat Konan almost without a scratch. This isn't really a good example, imo.
Konan still would of activated her sea of bombs no matter how Madara approached the fight, Konan is the only female i can think of who can even stand against Madara
The female Kages. Mostly Mei. She has 2 kekkei genkais which she can use skillfully. Tsunade because her regeneration assures she will never die in battle. Maybe Konan too.

in my opinion, the 3 strongest girls would be Tsunade, Mizukage and Konan. I dunno, they all have their strengths and weaknesses so its too hard to choose one :P

If asked seriously, I would say Konan, Mei Terumi, Chiyo, and Tsunade. If out of the five main Naruto girls (Sakura, Hinata, TenTen, Ino, and Temari) I'd say Temari, no contest.
Kaguya, shes the god of chakra, 3 clans are branched off of her, and she is just plain awesome. She also fell for Naruto's reversed sexy jutsu...so...yeah.
