Kakashi Hatake developed his own Mangekyō Sharingan during the time-skip. he did it all by him self xD thats what Naruto Wikipedia said.... I guess you can do that when your hot like Kakashi....
No he can't use tsukuyomi, amaterasu or susano'o because it only can be used if your a Uchiha and he got his shaingan from an old friend who was a uchiha who gave his sharingan to Kakashi as a gift
