Did anybody see this animated film before?

I remember watching this film a few years ago its about this girl who falls in love with a scarecrow who becomes human by this magic feather. Of course the young girl sees him as a human but his still a scarecrow when he sees himself in the mirror. Btw the film is called The Scarecrow. I saw it a few times and it was actually nice.Btw this fairy godmother brings the scarecrow to life with the feather which also turns him into a human.
