Monk Question

who is Joe christie on monk

i have been to the usa forum on the monk series, and i am trying to figure out who the hell is joe christie? i dont recall him at all, yet he is the guy that was with monk when trudy died. who is he? man i could swear i have never heard of this guy. is he a cop, does he work at the precinct? help!!!!!!!
