It sounds like he's using you as a second choice, a rebound. If he says he likes you but isn't breaking up with his girlfriend for you, then to him you're probably just a backup if his current relationship fails.

So definitely don't get between him and his girlfriend, like don't try to take him away from her or anything because you should never meddle with couples. Also, personally, I would tell him off or something, and if he ever asks you out you better make sure he's serious about it. Don't be anybody's second choice.

Don't wait for him, don't settle for second best! If he really wanted to be with you surely he'd have broken up with his girlfriend? Although it doesn't give the impression that they're very strong if he's saying "when they're over" but at the same time it sounds to me like he doesn't give the impression that he'd be a very good boyfriend. Let him know that you're not going to be his replacement, you're better than that.

I understand that you love him but if he didn't even break up with his gf, then he can't decide whether he wants you or her more. Which brings us to the conclusion that he wants multiple girls at once and that never ends good. I've been in situations like that. Best to stay away from him. Unless he breaks up with his gf, I say don't get involved, It might cause drama and unnecessary conflict. But thats my opinion. I don't mean to sound rude, Im just saying. I hope I helped. :D
