He's trying to get your attention. He wants to see if you can take it! Maybe he wants to know if your gonna be the right girl for him. Guys who do that usually don't have girlfriends and really want one.
I guess he just wants to annoy you to see if your gonna freak out, maybe to give himself a reason to talk to you. He might have a crush on you. Since you've never talked, he probably wants to know who you really are! I could go on and on about this but the point is, he wants your attention to see if your interested in him or something. The more he annoys you, the more keen your to react, the more he's gonna want to know you, the more he crushes on you depending on what he likes more in a girl or in you. Get it?
