Secondly, you really have to think as to the reason why you can't say it back to him. If there is a reason, please tell him, if he loves you, do not be afraid because he will do whatever it takes to help you through it.
If you aren't ready to tell him that yet, please tell him also, there is nothing that hurts a guy more, as when a girl either doesn't tell him why she can't say it back, or saying it just because he said it but deep down she isn't ready, or she doesn't feel the same way.
